NES Rom Maker is intended to be a software development tool for both amateurs and professionals. Whether you are a game developer as small as just yourself or as big as say "Konami". This tool is for those who wish to express themselves, one of the main reasons the Japanese are often the best video game developers is because they each love to express themselves in their own way. Any expert in Japanese culture will tell you this.

NES Rom Maker is to be made so all can do the exact same thing and that is to express themselves. Some NES software development tools already out there require the use and knowledge of code and at best only be able to produce a demo of a game. If a rom is to be made on NES game maker then the one who made it will be able to put in real production value just as if it was made back in the late 1980's or early to mid 1990's or to go even further.

The distribution and download of NES roms are illegal, but according to what is already on the books if the game is made by some sort of software then it can be distributed and downloaded without committing any crime.
